ID.GOV Third-Level Domain Name Request Registration Policies and Procedures


The ID.Gov second-level domain is owned by the State of Idaho and managed by the Department of Administration. This second-level domain is managed in accordance with normal standard enterprise level domain management policies.

Third-level domains within the ID.Gov domain structure are offered, at no cost, to non-State of Idaho governmental entities residing within the boundaries of the State of Idaho. You may use the on-line registration form to request a third-level domain name within the ID.Gov domain structure.

Before proceeding to the on-line registration process, you may wish to review the naming conventions and policies in place for the ID.Gov domain. These policies are in accordance with the DotGOV Top Level Domain policies.


Policies

1) Any city, county and/or school district within the boundaries of the State of Idaho may request a third-level ID.Gov domain.
2) Applications for specific third-level domains by sub-units of a city, county or school district will not be accepted. For example, the Ada County sheriff's Office would not be granted adacountysheriff.id.gov as a domain name. This entity would need to exist as a sub-domain of the adacounty.id.gov domain (i.e. sheriff.adacounty.id.gov).
3) Other tax supported entities may be eligible to request and obtain a third-level domain name within the ID.Gov domain structure. These can be, but are not limited to, Fire Districts, Highway Districts, Irrigation Districts, Library Districts, Soil Conservation Districts and/or Water Districts. These entities must receive some tax support and must be governed by, or report to, local elected officers.
4) The Idaho Department of Administration Domain Management may be albe to supply limited DNS hosting services for a registering entity. This will be determined by the Domain Management staff on a case by case basis.
5) Requests for any third-level domain within the ID.Gov domain structure may be submitted by any local government employee, as well as any ISP and/or IT consultant working with a local government entity.
6) Idaho Department of Administration Domain Managers will validate all registration requests with a locally elected official, as described above, before being approved.

Naming Conventions

1) No Blank Spaces or Underscores may be used in any domain name
2) Dashes may be used in a domain name, except at the beginning or ending of a domain name
3) Cities may register for a domain with the form of CITYNAME.ID.GOV or CITYNAMECITY.ID.GOV (e.g. BOISE.ID.GOV or BOISECITY.ID.GOV)
4) Counties may register for a domain with form of COUNTYNAMECOUNTY.ID.GOV or COUNTYNAME-CO.ID.GOV (e.g. ADACOUNTY.ID.GOV or ADA-CO.ID.GOV)
5) School Districts may register for a domain with form of SDNUMBER.ID.GOV or SCHOOLDISTRICTNAME.ID.GOV (e.g. SD412.ID.GOV or BUHLSCHOOLDISTRICT.ID.GOV)

Restrictions

1) All third-level domains within the ID.Gov domain structure are for the official use of local government entities only. Commercial use of any third-level domain within the ID.Gov domain structure will not be allowed. Commercial or non-official use of third-level domain within the ID.Gov domain structure may result in revocation of all rights associated with an issued third-level domain.
2) Once approved and established, any local government entity will have unrestricted use of their assigned third-level domain within the ID.Gov domain structure for any valid local government use or purpose. However, local government entities may not use their control of a third-level domain within the ID.Gov domain structure for commercial or non-government purposes.
Examples:
a) The BOISE.ID.GOV domain manager could establish and manage a POLICE.BOISE.ID.GOV domain but not a BUINESSNAME.BOISE.IDAHO.GOV domain.
b) The ADACOUNTY.ID.GOV domain manager could establish and manage a sheriff.ADACOUNTY.ID.GOV domain but not a BUSINESSNAME.ADACOUNTY.ID.GOV domain.
c) The Boise Independent School District Number 1 could establish and manage a BOISEHIGHSCHOOL.SD1.ID.GOV domain but not a BUSINESSNAME.SD1.ID.GOV domain
3) The Idaho Department of Administration Domain Management and/or the US General Services Administration will, from time to time, check the public web sites of third-level domains for proper usage of the domain. Violation of the above non-commercial use policy may result in revocation of a domain. This restriction is a top level DotGOV domain policy and is enforcable by both the Idaho Department of Administration Domain Managers and the US General Services Administration.

Disputes Regarding Domain Names Within The ID.Gov Domain

1) By applying to register a third-level domain name within the ID.Gov domain structure, or by asking the Idaho Department of Administration to maintain a third-level domain name registration within the ID.Gov domain structure, a governmental entity warrants to the Idaho Department of Administration that they will not vend or generate any other sub-level domains within a registered third-level domain that will be used for non-government or commercial purposes.
2) The Idaho Department of Administration may cancel, transfer or otherwise make changes to domain name registrations under the following circumstances:
a) The Department of Administration’s receipt of written or appropriate electronic instructions from the authorized agent of the registered government entity, to take such action;
b) The Department of Administration’s receipt of an order from a court or arbitral tribunal, in each case of competent jurisdiction, requiring such action;
c) The Department of Administration’s determination, or notice from the US General Services Administration, that a third-level domain within the ID.Gov domain is being used for non-government or commercial purposes; and/or
d) The Department of Administration’s receipt of a decision of the ID.Gov Dispute Resolution Panel requiring such action in any dispute.
3) In the event of a dispute of a requested, or issued, third-level domain name within the ID.Gov domain structure, the following Dispute Resolution Process will apply.
4) The Idaho Department of Administration will not cancel, transfer, activate, deactivate, or otherwise change the status of any third-level domain name registration within the ID.Gov domain structure under this Policy except as provided above.

The Idaho Department of Administration reserves the right to modify this Policy at any time.

Register for a third-level domain name within the ID.Gov Domain structure
