Jonathan Perry called the meeting to order at 10:05 a.m. He advised this meeting
would serve as a strategic planning session for the Committee.

Approval of 9/3/2003 Minutes

During a September 3 discussion, it was suggested that a proposed effort to
develop data sets (by global positioning system) for county centerlines was
inconsistent with the Idaho Geospatial Data Implementation Plan (I-Plan) (see:
http://www2.state.id.us/itrmc/committees/igc/minutes/m030903.htm#newbusiness).
As a follow-up, Gail Ewart, GeoNexus, advised the effort was in fact consistent
with the I-Plan.
MOTION: Nathan Bentley moved and Frank Roberts seconded a motion to
approve the September 3, 2003, IGC Meeting Minutes, and the motion passed
unanimously.
Recap IGUM
Background: The Idaho Geospatial Users' Meeting (IGUM)-in conjunction
with the Southwest Idaho Geospatial Users' Meeting-was held October 22 and 23 at
the Washington Group International, Inc. World Headquarters, Central Plaza
Auditorium (Morrison Knudsen [MK] Plaza), Boise.
Notes
Nathan Bentley, ITRMC Staff, provided a report. One hundred ten state geographic
information system (GIS) users attended the meetings. Local, state, and federal
governemental agencies were represented, as well as all Idaho tribes and a few
GIS software vendors.
There was a focus on local government during October 22 discussions; October
23 discussions were dedicated to Idaho state government-related issues.
It had been suggested a web-enabled facility be found for next year's IGUM.
There were some concerns about state representatives popping in and out of
the meeting. This was discussed in more detail; and some members suggested the
agenda be posted by an earlier date. It was also suggested the meeting location
be rotated to other areas of the state.

Nathan also updated the group on GIS Day/Southeast Idaho Geospatial Users'
Meeting activities.
Presentations Made by Nathan, State GIS Coordinator
Background: Nathan had recently made presentations to various groups,
Legislative and otherwise.
Notes
Nathan had been asked to present on state GIS-related issues to meetings of the
Statewide Interoperability Executive Council (SIEC), and of the Idaho
Legislative E911 Task Force on E911 Services Subcommittee. He provided
information on issues raised at these meetings.
Facilitating Cooperative Arrangements (see Executive
Order 2001-07)
Background: The IGC has a responsibility to Promote cooperation among
state, federal, tribal and local agencies, universities and the private sector
in addressing geographic data and information needs and services in Idaho and
Facilitate cooperative and contract agreements to develop and maintain
high-priority geospatial databases and applications programs. How can the IGC
actively achieve these goals?

Jonathan wondered how the IGC could promote cooperation. He asked members to
identify state GIS priorities, if any.
Priorities identified (bolded items with an asterisk [*] are top
priorities):
- *Execute/promote I-plan
- Find out what others are doing, for possible collaboration opportunities
- Broaden participation/collaboration to policy level
- Identify advocate(s) at policy level
- *Establish promotional/education effort (marketing plan)
- Develop better relationships with IT staff
- Work toward integration of GIS in agency it processes
- Adopt standard(s) for framework data use
- Align IGC with ITRMC
- *Continue promoting INSIDE Idaho
- *Promote local government legislation prepared by Sheldon Bluestein of
Ada County
- Invite relevant committees to voice how IGC can meet their needs

There was consensus to hold the next IGC meeting on Thursday, March 11, 2004, at
10 a.m.
New Business
Notes
In a poll of state agencies regarding 2004 representation to the IGC, no one
expressed interest in participating. Bart Butterfield (Department of Fish and
Game), Tony Morse (Department of Water Resources), and Jonathan would remain
members of the Committee unless directed otherwise.
